Letter: Dead wrong on capital punishment
Translations available in: English (original) | French | Spanish | Italian | German | Portuguese | Swedish | Russian | Dutch | Arabic

Dear Sir:

Youri Kemp is, quite simply, dead wrong. ("Commentary: Capital punishment in the Caribbean - Is this the real solution to crime in the region?", December 8, 2008).

No one is suggesting that the death penalty is the solution to crime in the Caribbean, or anywhere else. Crime control is a many layered process, of which sanction is but one important part of many efforts.

It is more than enough that the death penalty is a just sanction for the most egregious of crimes.

The question is not does the death penalty deter. All prospects of a negative outcome deter some. There is no exception.

It is not surprising that 16 recent studies in the US, inclusive of their defenses, find for death penalty deterrence. Death is feared more than life. Life is preferred over death.

The question is "Can those opposed to capital punishment prove it doesn't deter some?" Of course they can't.

Whether high crime rates or low, rather rates are going up, staying the same or falling, with the death penalty, the net numbers of murder will be less, without it there will be more.

As one of the studies' author said:

"I oppose the death penalty. " " But my results show that the death penalty (deters) — what am I going to do, hide them?" "Science does really draw a conclusion. It did. There is no question about it." "The results are robust, they don't really go away" "The conclusion is there is a deterrent effect.".

Prof. Naci Mocan, Economics Chairman, University of Colorado at Denver (from "Studies say death penalty deters crime", Robert Tanner, Associated Press, Jun 10, 2007, 2:01 PM ET)
