Some CARICOM leaders 'window shopping' on CSME, says Guyana president

GEORGETOWN, Guyana: Guyana’s president Bharrat Jagdeo said on Thursday that some regional heads are seem bent on “picking and choosing” on elements of the CARICOM Single Market and Economy (CSME).

Jagdeo said during their discussions on the mechanisms, there were two schools of thought, where one group of heads felt that some provisions in the CSME need to be reviewed and their implementation needs to be phased over a longer period, because of the difficulties some territories may face in absorbing extra labour flowing into them, while on the other hand a group of the heads, in which he falls, felt that the commitment made to the CSME by heads should be honoured.

“The CSME is a integrated whole, its an agreement that is made up of many parts and that you cannot pick and choose the parts that you want and the other parts that are critical to the future of the whole, because these present some difficulties to you, so if the capital exporting countries want free movement of capital because that benefits them, they must also bear some of the maybe negative consequences of the free movement of people,” Jagdeo said.

He noted that the notion of a review of some elements were blatantly rejected by some heads, ”so I am very reluctant to have the CSME truncated into little bits and people starting to window shop, which part they want and which they don’t, because if that happens you may have countries who have already made deep commitments to free movement of goods and services across the region that may want to review these commitments because they expect that we will move apace the same way with free movement of people and all the other elements.”

He noted that the two schools of thought were entertained, but uniting both schools of thought is the member states’ commitment to the CSME.

Jagdeo added that, at the end of the discussion, the commitment to move forward with the implementation of the CSME was very important in Belize since it sends a strong signal to the region and will guide heads on the way forward.

In 2002, the Revised Treaty of Chaguaramas had prescribed the establishment of a Single Market space in which not only goods, but services, capital, technology, and skilled persons should freely circulate, where Caribbean citizens would enjoy new and unfettered rights of establishment of enterprise anywhere in their region.

The CARICOM Single Market and Economy is intended to benefit the people of the region by providing more and better opportunities to produce and sell goods and services and to attract investment. It will create one large market among the participating member states.

Key elements of the Single Market and Economy include free movement of goods and services, a common external tariff , free movement of capital , a common trade policy and free movement of labour.
